The 2025 Commonwealth of Virginia Disparity Study provides an in-depth analysis of how small, woman-owned, minority-owned, service-disabled veteran-owned, and microbusinesses participate in state contracting and procurement opportunities across Virginia.
Commissioned by the Commonwealth of Virginia and conducted by BBC Research & Consulting, this study examines procurement activity from July 1, 2019 through June 30, 2024. The findings help the Commonwealth better understand how businesses are participating in public contracting, identify potential barriers to opportunity, and inform future efforts to strengthen access to government procurement.
