Small Business Certification
Opening Doors to New Opportunities
Certification through the Virginia Department of Small Business and Supplier Diversity (SBSD) helps eligible businesses increase visibility, strengthen credibility, and access specialized procurement and contracting opportunities throughout the Commonwealth. Whether you’re pursuing state contracts, transportation-related opportunities, or supplier diversity partnerships, certification can help position your business for growth.
SBSD administers Virginia’s certification programs for Small, Women-Owned, and Minority-Owned Businesses (SWaM) and Disadvantaged Business Enterprises (DBE). In addition to certification services, the Division also provides specialized business management and technical assistance for eligible DBE firms participating in federally funded transportation and infrastructure projects.
The Certification Division is committed to ensuring a fair, competitive, and inclusive procurement environment by certifying qualified businesses and connecting them to opportunities that support long-term success across Virginia’s economy.

The Disadvantaged Business Enterprise (DBE) Program is governed by the U.S. Federal Regulations in 49 CFR Parts 26 and 23. The Virginia Unified Certification Program includes two certifying agencies:
- The Department of Small Business and Supplier Diversity (DSBSD)
- The Metropolitan Washington Airports Authority (MWAA)
There is no need to submit an application to both agencies. Federal DBE certification by either agency is fully accepted throughout Virginia. If you plan to participate in the procurement process with one of the Commonwealth of Virginia’s state agencies that does not receive federal transportation funds, you need to apply for SWaM certification, not DBE certification.
